Ticket pickup keeps looking past the first page

The picker read one page of GitHub search results per bucket and then filtered out pull requests, issues already labeled for Sinatra, and issues that already have a run. On busy repositories that left the list short or empty. It now requests further pages until it has ten available tickets or GitHub has no more results.

When this shipped, the picker was still switched on only for our own team. It opened to every workspace member on 23 September.
