Email when a task needs you, and while you finish setup

Sinatra now emails you when a task fails, when a plan has waited two days for your review, when your first pull request opens, and when a run is blocked on billing. New accounts get a short reminder if setup or the first task stalls.

Failures and waiting reviews were already posted to the Linear or GitHub thread; the email is for the hours you are not watching it. Task alerts go to whoever delegated the task, or to the workspace owner when we cannot match the delegator to a workspace member, and billing alerts always go to the owner. Setup reminders stop after two, or the moment you act, and nothing older than a few days is ever sent, so an account set up weeks ago hears nothing. Every email has an unsubscribe link in the footer that works without signing in, and the two categories, setup reminders and task alerts, can be turned off separately under your workspace settings. Task alerts are capped at five a day. Invitations are unchanged.
