Start work is open to every workspace member

Until now the ticket picker was switched on only for our own team. Setup ends on the same step: after GitHub, Linear and model access, you pick a first ticket or skip it, and you won't see it if you've already run a task. The picker only delegates open tickets that are unassigned or assigned to you, and Linear tickets are read through your own Linear connection, so they appear only once your Linear account is linked. After you delegate, the task list opens straight away with the ticket as a pending row, and the run takes it over once your tracker reports it back, usually within a few seconds.
