Linear tasks no longer fail at the start in organizations that restrict initiative data
Reading an issue's comments no longer asks Linear for initiative data, which some organizations refuse to the Sinatra app, failing every task before it began.
In those organizations every delegated task stopped while Sinatra was still fetching the issue, and checking the issue for new comments during a run failed the same way, because both used the same query. We now fetch only the fields we use from each comment: its text, time, and author.
