Delegating before repositories finish syncing now waits
A Linear issue delegated while Sinatra is still reading your GitHub repositories now waits for that sync instead of asking which repository you meant.
Before, delegating right after connecting GitHub could land before the repository list was ready, and Sinatra would reply that it couldn't tell which repository the issue was for. Now the session says the sync is still running and picks the issue up once it finishes, with no change to the issue needed. If the sync takes longer than 30 minutes, Sinatra stops waiting and asks you to reply in the session once it's done.
