Merged tasks keep their PR link
A task whose pull request merged now links to that PR on the dashboard.
Until now, a merge removed the PR from the task. The dashboard could show that the task merged, but not which PR shipped it. We have also restored the links on tasks that merged before this fix. If we can't match a task to a merged PR on GitHub, it stays unlinked.
