Onboarding finishes only in a workspace that can take a task
Setup now counts as done only when a single workspace has GitHub, Linear or a skip, model access, and a finished repository sync.
Before, onboarding could count GitHub from one workspace and a model key from another, then send you to a workspace that couldn't run your first task. Now every step is checked against the same workspace. Right after you install the GitHub App, the ticket step now waits until we have finished syncing your repositories. If you belong to several workspaces and none has everything, onboarding shows the one closest to done and asks for the steps it's missing, even if you connected them in another workspace.
