Onboarding waits for a repository Sinatra can use
If the GitHub App can't reach any repositories, onboarding now stops and links you to the GitHub settings where you grant access, instead of reporting setup as finished.
This tightens the 26 September change that made setup wait for your repositories to sync: a sync that found none no longer counts. The GitHub step still shows as done once the app is installed, but you can't pick a ticket until at least one repository is enabled, and repositories you later remove on GitHub count as gone too. If the picker finds no open issues, the last step now offers "I don't have an open issue yet" to finish; otherwise you can skip it to pick a ticket later or to just look around.
