GitHub rate limits no longer look like an empty ticket picker
When GitHub rate limits a ticket search, Start work now shows an error instead of an empty list.
A rate-limited search used to come back as no tickets, which read as having nothing open to delegate. Now the picker says it couldn't load tickets and to try again in a moment. The error replaces the whole list for that load, Linear tickets included, and we don't retry the search for you, so reload after a minute.
