Merged PRs stay completed
Confirmed PR merges take precedence over cancellation.
A confirmed PR merge now marks its workstream completed even when an issue is closed at the same time. Later merge deliveries and scheduled reconciliation can also correct a cancelled workstream that still has a PR attached.
Cancellation still stops and archives the sandbox. It no longer overwrites a confirmed merge with a cancelled outcome.
