Restart tasks from the dashboard

We ask for confirmation before stopping the current run, removing its sandbox and branch, and closing its old PR. This starts fresh; it does not resume the previous environment. The new run still needs valid access, model credentials, and billing eligibility. If the task has no recoverable source session, restart it from the original conversation instead.
