Pull request reviews keep their inline comments
A review made only of inline comments now restarts an idle task, and a review sent mid-run waits for its own turn instead of arriving as plain text.
Before, a review with no summary text, left on a task that had been idle for a day, woke the task with nothing to act on, so it sat waiting for another comment. And on oh-my-pi, a review sent while the agent was working reached it as plain text without the inline comments. That review now runs as the next turn, with its comments, and anything sent after it keeps its place behind it.
