Unlinked GitHub users who mention Sinatra on an issue get a sign-in link

When someone without a linked Sinatra account @mentions Sinatra on an issue, we now reply once asking them to link their account, instead of staying silent.

Until now we dropped those mentions without a word, so it looked as if we were ignoring the person. Our reply links to sign-in and nothing else: it names no workspace or task, starts no run and costs you nothing. Linking doesn't grant access either; their next request goes through the same membership check as everyone else's. We answer each person at most once a day per issue, so repeated mentions don't flood your issue's subscribers. We stay quiet for quoted mentions, bots and comments that don't mention Sinatra, and people who are already linked but not in your workspace still get an access request for the owners instead. We built the reply so a redelivered webhook shouldn't post it twice, but in rare cases where GitHub doesn't confirm a post, a person could see it twice or not at all.
