Tasks stopped by a usage limit wait for your reply
A task stopped by a used-up subscription or API quota waits for you to reply after the reset; Sinatra doesn't resume it by itself.
Our September 30 entry said such a task could resume on its own a couple of minutes after the reset. That stopped being true on October 2, when every task became a conversation: the work belongs to the message that started it, so we don't replay it without you. The failure message still names the reset time and tells you to reply after it, and the task keeps its agent session, so your reply continues where the agent stopped instead of starting over.
