Clear recovery guidance when a model declines a request
Provider usage-policy refusals get a specific explanation instead of an internal-error notice.
We tell you when a model declines a request under its provider's usage policy, without repeating the provider's raw refusal. You can rephrase the request or choose a different model, then reply in the same conversation to retry. This changes how we explain the failure; it does not override the provider's policy or guarantee that a retry will be accepted.
